Pudong Airport’s shipping requirements will become more and more stringent, and there will also be certain delays in timeliness.

UPS and FedEx employees at Shanghai Pudong International Airport tested positive for COVID-19 after the airport tested 17,719 staff members since it initiated nucleic acid tests on Sunday for all staff, the local CDC reported on Monday night.

One infected man, surnamed Zhang, 36, is a courier of FedEx working at the airport.

On Monday morning, Shanghai authorities said a 49-year-old employee surnamed Cao from UPS at Shanghai Pudong International Airport tested positive for COVID-19. Another confirmed case is the wife of a UPS employee who tested positive on Saturday. Both are being isolated and treated at the Shanghai Public Health Clinical Center.

UPS told the Global Times on Monday night the company is in active communication and full cooperation with the authorities in Shanghai, adding it has rigorous safety protocols in place, including cleaning facilities multiple times a day, providing employees with Personal Protective Equipment (PPE), implementing social distancing, and providing supplies to clean their work stations and vehicles.

FedEx confirms that a FedEx staff member working at its facility at Shanghai Pudong International Airport has been confirmed as having contracted COVID-19.

FedEx said the employee is currently being quarantined and receiving treatment, and the company continues to operate at Shanghai Pudong International Airport.

The airport started wide nucleic acid tests for all working staff over Sunday night after it said several cargo handlers and close contacts were infected with COVID-19 in the past two weeks.

Sun Xiaodong, deputy director of the Shanghai Center for Disease Control and Prevention, said at a press conference on Monday that the confirmed local cases reported on November 9 and 10 were both exposed to one contaminated air cargo container from North America.

A residential area in Pudong district, where the FedEx deliveryman had previously visited, has been upgraded to a medium-risk area. Other places the man visited have been disinfected.

Seventeen close contacts of the case have been identified, with all of them undergoing nucleic acid tests, or having been placed in centralized isolation.

In view of the severity of the epidemic, Pudong Airport also responded quickly. On the evening of November 22, organize all relevant personnel to conduct a collective nucleic acid test, and all personnel from various freight stations and freight areas participated overnight.

The Pudong Airport Cargo Hub Promotion Division issued on the 22nd the "Notice on the Prevention and Control of the Epidemic in the Airport Cargo Area", focusing on the following aspects:

1. Shanghai Airport is tentatively scheduled to implement the measures of entry with negative nucleic acid test report and green code for all cargo areas from 8:00 on November 25.

2. Operators of imported refrigerated goods shall carry out operations in accordance with the principle of "four fixes". The "four fixes" refer to fixed operators, fixed operating sites, fixed production equipment, and fixed rest areas.

3. The outer surface of the packaging film of the entire board of incoming goods entering the warehouse shall be strictly eliminated before entering the warehouse. If the crates that are joined with cold chain food need to be disassembled or removed, the goods in the crates must be eliminated.

At 10 am on November 23, Shanghai held the 88th press conference on the prevention and control of the new crown pneumonia epidemic. At the meeting, Zhou Junlong, vice president of Shanghai Airport Group, also emphasized when introducing the next epidemic prevention measures:

1. To further investigate and sort out all the problems in the killing, loading and unloading, and staff protection measures of all incoming goods, and to comprehensively strengthen and improve the prevention and control requirements of the airport cargo area and cargo-related business chain;

2. Issue the fourth edition of the Shanghai Airport Cargo Area Epidemic Prevention Guidelines, strictly regulate the operation procedures and epidemic prevention standards of freight stations, freight integrators and freight forwarding companies on site, and strengthen supervision and inspection.

Under this series of measures, it is foreseeable that in the future, Pudong Airport’s shipping requirements will become more and more stringent, and there will also be certain delays in timeliness.
